Within the halls of the Iraqi Council of Representatives\u2014where decision-making intersects with scientific knowledge\u2014the University of Mosul recorded a distinguished presence in the proceedings of the Second Scientific Forum, held on Thursday, April 29, 2026, under the slogan:<\/p>\n

\u201cInvesting in Scientific Research\u2026 A Strategy for Excellence and Policymaking.\u201d<\/p>\n

The participation came through a delegation of the Academics Syndicate \u2013 Nineveh Branch, headed by Asst. Prof. Dr. Basil Khalaf Hammoud (College of Education for Humanities), with notable contributions from several university faculty members. Among them was Asst. Prof. Dr. Manal Abdul Jabbar Al-Sammak from the College of Administration and Economics, who represented an active scientific voice in presenting modern perspectives and directions.<\/p>\n

The delegation\u2019s contributions focused on the importance of investing in scientific research as a strategic pillar for building a sustainable knowledge-based economy. They emphasized that the current stage requires a shift from viewing research as a traditional academic activity to recognizing it as a productive sector capable of generating value, supporting national development, and informing policymaking.<\/p>\n

An advanced vision was also presented regarding the establishment of Technology Parks as innovation hubs that transform research outputs into practical applications and investment projects. These parks would create an integrated environment linking universities with both public and private sectors, thereby enhancing knowledge commercialization and transforming it into an effective economic force.<\/p>\n

The speakers highlighted that such parks serve as a vital bridge between theory and practice, fostering young research talents, stimulating entrepreneurship, and enhancing technology transfer. They also contribute to supporting decision-makers by providing evidence-based scientific solutions.<\/p>\n

In the same context, participants noted that employing artificial intelligence technologies and advancing digital transformation represent key drivers for developing the research ecosystem within these environments. This would improve the quality and efficiency of scientific output and expand opportunities for its investment across various sectors.<\/p>\n

This participation reaffirms that the College of Administration and Economics at the University of Mosul is steadily advancing its role as a strategic partner in state-building by adopting modern models for knowledge investment and innovation development\u2014transforming scientific research into a productive national resource grounded in creativity and rationality.<\/p>\n
