On Tuesday, June 9, 2026, the Department of Economics at the College of Administration and Economics, University of Mosul, discussed a Master’s thesis titled “<\/b>Measuring and Analyzing the Crowding-Out Effect of Public Spending on Private Investment for a Sample of Developed and Developing Countries (A Comparative Study).” The thesis was submitted by the student, Ismail Nazeer Mustafa Al-Zangana, at Discussion Hall No. (1).<\/p>\n

\u200bThe study aimed to analyze the trends of public consumption expenditure, public investment expenditure, and private investment. Additionally, it measured and analyzed the impact of both components of public spending (consumption and investment) on private investment for a sample of developing and developed countries during the period (1990\u20132024). It sought to uncover the nature of this relationship\u2014whether it is a crowding-out or a stimulating (crowding-in) effect\u2014as well as analyze the causal relationship between the studied variables.<\/p>\n

\u200bThe study reached a set of significant findings, most notably that the impact of public consumption expenditure on private investment is positive (stimulating) in the short run across all selected countries, with the effect manifesting after one year in both China and France. Conversely, in the long run, this impact turns negative (crowding out) in Germany, while disappearing in China, Thailand, and France. Furthermore, the results showed that the impact of public investment expenditure on private investment is positive in the short run in Thailand, France, and Germany, whereas this effect did not appear in China. In the long run, the impact was negative in China and Thailand, positive in Germany, and non-existent in France.<\/p>\n
