In alignment with the Sustainable Development Goals, specifically Goal 4: Quality Education, the Assistant Dean for Scientific Affairs at the College of Political Science, University of Mosul, Assistant Professor Dr. Khairallah S. Al-Jubouri, participated virtually in the international conference organized by Ferdowsi University of Iran in Mashhad, titled \u201cArtificial Intelligence Between Scientific Innovation and Human Responsibility\u201d, held on 21\u201322 November 2025.<\/h4>\n

He took part with a joint research paper entitled:
\n\u201cRedefining Human Responsibility in the Age of Artificial Intelligence: Toward a Normative Framework for the Governance of Political Systems.\u201d<\/h4>\n

The study aimed to construct a new normative framework for redefining human responsibility in political governance at a time when AI systems play influential roles in decision-making. Drawing on current political tools, ethical theory, and modern governance studies, the research proposes a three-dimensional framework\u2014principled standards, institutional design, and accountability & remediation\u2014to identify, activate, and enforce responsibility.<\/h4>\n

The paper recommended several practical policy steps, including mandatory human oversight, decision-tracking mechanisms, and building institutional capacities, ensuring that AI remains aligned with democratic legitimacy, human rights, and social cohesion.<\/h4>\n

The Dean\u2019s Office congratulated this dedicated scholarly effort, wishing the researcher and all faculty members continued scientific, research, and academic excellence within Iraq and beyond, God willing.<\/h4>\n
