Dr. Nawfal Qasim Al-Shahwan, a research paper entitled \u201cReforming higher education in Iraq in light of global transformations,\u201d the first section of which dealt with the reality of higher education in Iraq and its indicators, sustainable higher education, sustainable development, and science management. The second section discussed higher education reform, responsibilities, challenges, opportunities, labor market outcomes, and the role of the private sector. The third section studied the international experience in higher education reform, financing, and measuring higher education reform as a beginning for reform in Iraq and financing higher education reform.<\/p>\n<p>Assist. Dr. Mithaq Khairallah Jalloud submitted a research paper entitled \u201ca Proposed Framework for the Development of Higher Education in Iraq: the Elite Project,\u201d which is a four-stage plan to develop education in Iraq from the primary stage until the last stages of university study. The paper\u2019s topics included the launch of the project that begins at the university stage to prepare competent male and female teachers; establishing advanced schools and curricula; following up on the project and overcoming obstacles; developing Iraqi universities over 16 years.<\/p>\n<p>In conclusion, Assist. Dr. Fawaz Muwaffaq Thanoon\u00a0 reviewed a research paper entitled \u201cThe Reality of Scientific Research in Iraq &#8211; a Proposed Framework for Developing Education in Iraq, the Elite Project,\u201d which included several sections, including the concept of scientific research; the reality of scientific research in Iraq; obstacles and challenges of scientific research in Iraq.
