On Sunday, July 17, 2022, the Human Rights Law Branch at the College of Law at the University of Mosul discussed a higher diploma research on the impact of the state of emergency on the implementation of human rights conventions. Part of it was attended by Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College and a number of members of the College Council and its teachers.<\/p>\n

The research presented by the student Marwa Younes Hamed dealt with the state of emergency, which constitutes an unusual matter that occurs in the life of any country and threatens security and public order, whether in part or all of the country’s territory, as a result of a great danger that invades the state, and this danger may be external, such as international armed conflicts and may be a danger Internally, such as internal disturbances, the occurrence of natural disasters, the spread of an epidemic or disease.<\/p>\n

The study aims to show that declaring a state of emergency and implementing its laws has many effects on the application of human rights conventions and the risks it entails affecting more than one aspect of those rights and affecting civil, political, economic, social and cultural rights. It is necessary to protect these rights and not to violate them in such circumstances.<\/p>\n

The discussion committee was chaired by Dr. Alia Ghazi Taher, the membership of Dr. Nidal Muhammad Rashid, and the membership and supervision of Dr. Ziad Abdel Wahab Abdullah.<\/p>\n
