On Monday, September 15, 2025, the College of Law discussed the master’s thesis submitted by student Nasaem Muwaffaq Hayawi, entitled:
\n“Proof of Electronic Administrative Decisions – A Comparative Study.”<\/p>\n

The discussion committee consisted of:
\n\u2022 Professor Dr. Naktal Ibrahim Abdul Rahman – Chair
\n\u2022 Assistant Professor Dr. Ali Muhammad Reda Younis – Member
\n\u2022 Assistant Professor Dr. Bashar Rashid Hussein – Member
\n\u2022 Assistant Professor Dr. Hassan Talal Younis – Member and Supervisor<\/p>\n

The thesis examined the legal dimension of administrative decisions in light of the shift to electronic means, focusing on the means of proving the enforceability of electronic administrative decisions, the principle of legality, and the binding force it entails before the administrative judiciary. It also outlined the position of comparative legislation in France, Egypt, and Iraq.<\/p>\n

The study aims to provide a scientific and practical approach to establishing the binding force of electronic administrative decisions and to demonstrate the extent to which legal and judicial texts are compatible with the evolving technological reality, thereby enhancing the flexibility of administrative law and its ability to accommodate modern developments.<\/p>\n
