The study also focused on:<\/p>\n<ul>\n<li>\n<p class=\"ds-markdown-paragraph\">Determining the legal nature of the electronic administrative contract in the absence of an integrated legal system consistent with its specificity.<\/p>\n<\/li>\n<li>\n<p class=\"ds-markdown-paragraph\">Examining the impact of the Internet on the general principles of forming administrative contracts.<\/p>\n<\/li>\n<li>\n<p class=\"ds-markdown-paragraph\">Highlighting the rules and means of proof for electronic administrative documents and the extent to which the Iraqi legislator has addressed them.<\/p>\n<\/li>\n<li>\n<p class=\"ds-markdown-paragraph\">Seeking to overcome bureaucratic problems and government routine through the transition toward &#8220;paperless offices&#8221; to ensure the speed and credibility of procedures.<\/p>\n<\/li>\n<\/ul>\n<p class=\"ds-markdown-paragraph\"><strong>The Defense Committee<\/strong><\/p>\n<p class=\"ds-markdown-paragraph\">The defense committee was chaired by Professor Dr. Sarmad Riyad Abdul Hadi from the Ministry of Higher Education and Scientific Research, with the membership of the following professors from the College of Law at the University of Mosul:<\/p>\n<ul>\n<li>\n<p class=\"ds-markdown-paragraph\">Prof. Dr. Naktel Ibrahim Abdulrahman \u2013 Member<\/p>\n<\/li>\n<li>\n<p class=\"ds-markdown-paragraph\">Prof. Dr. Ahmed Mahmoud Ahmed Al-Rubaie \u2013 Member<\/p>\n<\/li>\n<li>\n<p class=\"ds-markdown-paragraph\">Prof. Dr. Ali Mohammed Ridha \u2013 Member<\/p>\n<\/li>\n<li>\n<p class=\"ds-markdown-paragraph\">Assoc.
