{"id":49431,"date":"2026-08-20T18:43:58","date_gmt":"2026-08-20T18:43:58","guid":{"rendered":"https:\/\/uomosul.edu.iq\/en\/rights\/?p=49431"},"modified":"2026-08-20T18:43:58","modified_gmt":"2026-08-20T18:43:58","slug":"doctoral-thesis-defense-on-measuring-the-impact-of-criminal-legislation-college-of-law","status":"publish","type":"post","link":"https:\/\/uomosul.edu.iq\/en\/rights\/2026\/08\/20\/doctoral-thesis-defense-on-measuring-the-impact-of-criminal-legislation-college-of-law\/","title":{"rendered":"Doctoral Thesis Defense on &#8220;Measuring the Impact of Criminal Legislation&#8221; \u2013 College of Law"},"content":{"rendered":"<p class=\"ds-markdown-paragraph\"><span class=\"\">On Thursday, 20 August 2026, the College of Law held the public defense of the doctoral dissertation submitted by researcher\u00a0<\/span><strong><span class=\"\">Mohammed Dhiyab Sattam Al-Jubouri<\/span><\/strong><span class=\"\">, entitled:\u00a0<\/span><strong><span class=\"\">(Measuring the Impact of Criminal Legislation)<\/span><\/strong><span class=\"\">.<\/span><\/p>\n<p class=\"ds-markdown-paragraph\"><span class=\"\">The dissertation examined the measurement of the impact of criminal legislation as a contemporary methodological tool for assessing the effectiveness of penal laws and the degree to which they fulfill the objectives of criminal policy, particularly in view of the escalating issue of legislative inflation, the mounting costs of criminalization and punishment, and their adverse repercussions on society.<\/span><\/p>\n<p class=\"ds-markdown-paragraph\"><span class=\"\">The study aspired to construct a scientific and methodological framework for evaluating the impact of legal provisions, with the aim of striking a balance between penal protection, justice, and legislative efficiency. Furthermore, it sought to elucidate the underlying purpose of such measurement in generating legislation of superior quality and efficacy, thereby ensuring legislative sustainability, legal certainty, and the rationalization of both criminalization and penal sanctions.<\/span><\/p>\n<p class=\"ds-markdown-paragraph\"><span class=\"\">The defense committee was composed of the following distinguished professors:<\/span><\/p>\n<ul>\n<li>\n<p class=\"ds-markdown-paragraph\"><strong><span class=\"\">Prof. Dr. Sabah Misbah Mahmoud<\/span><\/strong><span class=\"\">\u00a0\u2013 Chair<\/span><\/p>\n<\/li>\n<li>\n<p class=\"ds-markdown-paragraph\"><strong><span class=\"\">Prof. Dr. Mohammed Abbas Hammoudi Al-Zubaidi<\/span><\/strong><span class=\"\">\u00a0\u2013 Member<\/span><\/p>\n<\/li>\n<li>\n<p class=\"ds-markdown-paragraph\"><strong><span class=\"\">Prof. Dr. Osama Ahmed Mohammed Al-Nu&#8217;aimi<\/span><\/strong><span class=\"\">\u00a0\u2013 Member<\/span><\/p>\n<\/li>\n<li>\n<p class=\"ds-markdown-paragraph\"><strong><span class=\"\">Prof. Dr. Hashim Mohammed Ahmed Al-Juhayshi<\/span><\/strong><span class=\"\">\u00a0\u2013 Member<\/span><\/p>\n<\/li>\n<li>\n<p class=\"ds-markdown-paragraph\"><strong><span class=\"\">Assoc.
