The College of Law at the University of Mosul witnessed, on\u00a0<\/span>Thursday, September 3, 2026<\/span><\/strong>, the discussion of the doctoral dissertation titled\u00a0<\/span>“Legislative Deficiency in Criminal Law \u2013 A Comparative Study”<\/span><\/strong>\u00a0, presented by the doctoral student\u00a0<\/span>Abdullah Faisal Abbas Al-Hamdani<\/span><\/strong>, from the Public Law Branch, under the supervision of\u00a0<\/span>Assistant Professor Dr. Nawfal Ali Abdullah Al-Safw<\/span><\/strong>.<\/span><\/p>\n

The dissertation addressed the phenomenon of legislative deficiency in criminal law, its causes, and its various forms, including the absence of a legislative provision for a specific factual situation, ambiguity of a text, or its conflict with another text. It also aimed to highlight areas of legislative deficiency in Iraqi legislation and to identify legal means for their treatment.<\/span><\/p>\n

The discussion committee consisted of a distinguished group of professors specializing in criminal law, chaired by\u00a0<\/span>Professor Dr. Yasser Mohammed Abboubi<\/span><\/strong>\u00a0from the College of Law at the University of Kirkuk, with the membership of\u00a0<\/span>Professor Dr. Mohammed Abbas Hammoudi<\/span><\/strong>,\u00a0<\/span>Professor Dr. Hashim Mohammed Ahmed<\/span><\/strong>,\u00a0<\/span>Assistant Professor Dr. Abbas Fadel Saeed<\/span><\/strong>,\u00a0<\/span>Assistant Professor Dr. Zeina Zuhair Mohammed Sheet<\/span><\/strong>, and\u00a0<\/span>Assistant Professor Dr. Nawfal Ali Abdullah<\/span><\/strong>\u00a0as the supervisor of the dissertation.<\/span><\/p>\n
