            1. Enact laws and regulations aligned with current and projected water\u2011quality declines; employ all diplomatic means to secure Iraq\u2019s water shares from the Tigris and Euphrates with riparian states.<\/li>\n
            2. Construct the proposed upstream cofferdam for Mosul Dam to resolve grout\u2011loss issues, ensure full-power operation, and protect downstream populations.<\/li>\n
            3. Complete the preventive Badush Dam works, build small catchment dams on wadis, and finish the Eastern and Southern Gezira irrigation projects.<\/li>\n
            4. Develop plans to harness, desalinate, and reuse brine waters for agriculture; mandate treatment of wastewater before river release and use aquatic plants for pollutant removal.<\/li>\n
            5. Legislate to protect groundwater\u2014prohibiting uncontrolled well drilling that depletes aquifers.<\/li>\n
            6. Formulate an integrated strategy to study groundwater quantities, qualities, and reserves across Iraq.<\/li>\n
