          1. Conduct a comprehensive study of groundwater in Nineveh Governorate\u2014quantity and quality\u2014by a specialized team from the Ministry of Water Resources in cooperation with the Center, and integrate findings into the province\u2019s water\u2011management budget.<\/li>\n
          2. Perform a full water\u2011balance study of surface\u2011water sources in Nineveh Governorate by the Ministry and the University of Mosul.<\/li>\n
          3. Form a University\u2011level water\u2011resources management committee to liaise with provincial councils and relevant agencies (e.g., irrigation, agriculture).<\/li>\n
          4. Expand the use of modern irrigation technologies and carry out awareness campaigns on their benefits.<\/li>\n
          5. Develop a long\u2011term strategic plan for provincial water\u2011resource utilization that accounts for drought cycles and reduced inflows due to upstream policies.<\/li>\n
          6. Urge the federal government to expedite a water\u2011sharing agreement on the Tigris and Euphrates with neighbor states to guarantee Iraq\u2019s historic water rights.<\/li>\n
          7. Study and establish pricing structures for different water uses.<\/li>\n
