Rationale for Establishing the Center

  Firstly: Due to the climatic changes observed globally, which have significantly impacted arid and semi-arid regions, the escalation of desertification and its accompanying consequences—such as rural-to-urban migration, loss of livelihood sources, poverty, and unemployment—have become critical challenges. Additionally, global water scarcity for irrigation, the loss of traditional grazing areas exceeding one million hectares (suffering from genetic erosion of plant resources), and the shortage of fodder coupled with rising prices further exacerbate these issues.

Secondly: Nineveh Province produces approximately 50% of Iraq’s strategic crops, such as wheat and barley. However, over 90% of the province’s agricultural land relies on rain-fed cultivation, rendering the national economy and food security highly vulnerable to drought in this vital region. This necessitates prudent management of these areas to safeguard food security. Consequently, this specialized Center has been established to oversee these regions, ensuring sustainable agricultural practices, stabilizing agricultural production, promoting population stability, and improving the living conditions of farmers in these areas.
