Library Policy
The Central Library Policy at the University of Mosul
University libraries are managed in accordance with Instructions No. 92 of 1995.
The Central Library policy aims to provide various forms of knowledge resources to support a variety of university disciplines. This is achieved by providing access to information resources for researchers at the university and in the community, and by organizing them using the latest technologies and modern means in the field of library and information services to facilitate the search and retrieval process as quickly as possible.
Library Working Hours Policy
The library receives users daily, except Fridays, Saturdays and official holidays, from 8:00 AM to 4:00 PM.
Library Use Policy
- Users must sign in upon arrival.
- Order and quiet must be maintained.
- Eating, drinking, and smoking are prohibited.
- Library user ID cards must be presented when requested by library staff and must not be loaned to others.
- Library furniture or equipment may not be misused.
- Library management may amend these instructions as deemed appropriate.
Technical Procedures Policy
Acquisition and Collection Development Policy
- Library collections are provided through purchase, exchange, and donation.
- Information resources are purchased and provided within the allocated budget.
- Faculty members propose information resources they deem appropriate for teaching curricula.
- The Acquisitions Department assists in selection and purchase within the allocated budget.
- The library administration is responsible for subscribing to periodicals upon the request of the relevant department head.
- The library administration is responsible for subscribing to and providing electronic databases upon the request of the relevant department head.
- Creating a balance between the library’s collections and holdings in terms of form, subject matter, and language.
Cataloging and Classification Policy
The library relies on the latest bibliographic description rules, represented by the Resource Description and Access rules (RDA) and the MARC 21 standard, using Koha library management system to catalog its available information resources. The library also uses the 23rd edition of Dewey Decimal System to classify and arrange resources.
Library Loan Policy
- The following categories are eligible to borrow from the library:
University teaching staff members
Postgraduate students (diploma, master’s, and doctoral degrees)
Undergraduate students
University staff members
- Users from outside the university are eligible to borrow printed cultural materials internally but not externally.
- Library acquittance certificates are granted to library users upon returning the books they may borrowed.
Materials not permitted for loan:
- References such as encyclopedias, dictionaries, and directories.
- Periodicals and scholarly series on a related topic.
- Governmental publications, documents, maps, and files.
- University theses (master’s and doctoral dissertations).
- Original and photocopied manuscripts.
- Rare books.
- Non-paper materials such as discs.
Number of books allowed to be borrowed and due date according to library user categories:

Fines:
- A late fee is charged for each day if the borrower exceeds the due date.
- If the book is lost, the borrower will be fined three times the cost of the book.
