Regional Studies Center at the University of Mosul held a scientific workshop entitled “The Law of Discipline of State Employees”, presented by Assist. Lecturer Zainab Abdul-Ilah Abdulkarim on Sunday, April 13, 2025.

The workshop aimed to shed light on the legal and administrative aspects related to the State Employee Discipline Law No. 14 of 1991 and the amendments thereto, in order to enhance the legal culture among employees and improve institutional performance through adherence to official rules and instructions.

The workshop addressed the concept of administrative discipline and its role in raising the efficiency of the functional apparatus, then reviewed the most prominent administrative offenses that may be committed by a public employee and the resulting penalties, based on the texts of the law and the procedural contexts followed in its application. The workshop also discussed the mechanisms of administrative investigation and the legal guarantees that ensure the employee’s rights during accountability.

At the conclusion of the workshop, the door for discussion was opened, where several questions and interventions were raised by the attendees, which contributed to enriching the topic and clarifying many legal aspects.
