Regional Studies Center at the University of Mosul, within its scientific activities, held a seminar entitled (Higher Education Reforming in Iraq in Light of Global Transformations) by Dr. Nawfal Qasim Ali, on December 18, 2022.The researcher sought to highlight the idea of giving preference to economic sufficiency over social sufficiency according to the perception that the cost of education should be under the principle of self-financing of educational institutions and that it is not necessary that the social perception resulting from the inevitability of including all members of society in the higher education system, being realistic. The paper goes on to consider that the quality of higher education can be one of the guarantees of the country’s national security.
