1. Title

2. Purpose / Objective
This policy seeks to ensure that all individuals within the University of Mosul who report any form of discrimination are fully protected from retaliatory actions or negative consequences. Its overarching aim is to create an educational and professional environment rooted in transparency and fairness—one that encourages reporting of misconduct without fear or hesitation, and fosters trust across the university community.
3. Scope
This policy applies to all students, faculty members, staff, participants in university activities, and collaborators engaged in university projects or programs.
4. Principles / Commitments

The University is committed to safeguarding whistleblowers’ confidentiality, ensuring that their identities are not disclosed without explicit consent, except when required for investigative purposes.

Guaranteeing that no whistleblower faces discrimination, retaliation, or unfair treatment as a result of submitting a report.

Providing safe and diverse reporting channels to allow the university community to raise concerns without fear.

Promoting a culture of ethical responsibility that protects individual rights and holds wrongdoers accountable.
5. Procedures / Implementation Mechanisms

Reporting Mechanisms: offering electronic forms, designated complaint boxes, and direct communication lines with responsible units.

Investigation: conducting independent, prompt, and fair investigations that uphold confidentiality and protect all parties involved.

Follow-Up: monitoring the situation of whistleblowers after reports are filed to ensure they are not subject to negative repercussions.

Disciplinary Measures: enforcing strict penalties against anyone found to have retaliated against or pressured a whistleblower.
6. Responsibilities

The University Presidency holds ultimate responsibility for adopting and ensuring the implementation of this policy.

The Legal Affairs Office and the Office of Student Affairs are tasked with receiving and following up on reports.

All faculty members, students, and staff are expected to respect this policy and contribute to promoting a culture of justice and equality.
7. Monitoring and Evaluation

Publishing periodic reports detailing the number of complaints received and the level of protection provided to whistleblowers.

Reviewing reporting channels to ensure accessibility, confidentiality, and effectiveness.

Measuring awareness of the policy across the university community through regular surveys and evaluation indicators.
8. Periodic Review
This policy will be reviewed every two years, or in response to legislative or regulatory changes, and updated in alignment with international best practices on whistleblower protection.
