1. Title
University of Mosul Anti-Discrimination Policy
2. Purpose / Objective
The University of Mosul is committed to ensuring an educational and professional environment grounded in fairness and human dignity, where all individuals are treated equally without bias based on gender, religion, ethnicity, color, social background, sexual orientation, disability, or any other factor unrelated to competence or performance. This policy aims to foster a culture of equality, embrace diversity, and promote inclusivity, thereby enabling individuals to reach their full potential in a safe and respectful atmosphere.
3. Scope
This policy applies to all members of the University of Mosul community, including students, faculty, administrative and technical staff, contractors, as well as visitors and collaborators engaged in university activities and programs.
4. Principles / Commitments

Non-Discrimination: prohibition of all forms of discrimination in admissions, employment, evaluation, promotions, and allocation of academic or administrative opportunities.

Equality and Fairness: ensuring that university decisions are based solely on merit and performance, free from personal or social bias.

Serious Handling of Complaints: providing clear and secure mechanisms for lodging complaints related to discrimination, and ensuring they are investigated with seriousness and confidentiality.

Protection of Whistleblowers: guaranteeing that individuals who report discrimination are safeguarded from retaliation, with appropriate disciplinary measures imposed on those found guilty of reprisal.
5. Procedures / Implementation Mechanisms

Establishing dedicated reporting channels for discrimination cases (e.g., complaint units, electronic forms, support offices).

Conducting immediate, fair, and impartial investigations into complaints, while upholding confidentiality.

Enforcing corrective and disciplinary actions against individuals proven to have engaged in discriminatory practices.

Publishing aggregated results without personal details to enhance transparency and build trust within the university community.
6. Responsibilities
-
The University Presidency holds ultimate responsibility for adopting this policy and overseeing its implementation.

The Anti-Discrimination Committee is tasked with following up on complaints and supervising investigation and follow-up mechanisms.

All university members are obligated to comply with this policy and contribute to creating a discrimination-free environment.
7. Monitoring and Evaluation

Conducting regular reviews of reported discrimination cases to assess compliance levels.

Carrying out periodic surveys to measure awareness of the policy within the university community.

Preparing annual reports for the University Presidency, highlighting achievements and existing challenges.
8. Periodic Review
This policy will be reviewed every three years, or sooner if legal or social changes require amendments. Updates will ensure alignment with national laws and international human rights and anti-discrimination standards.
