1. Title

University of Mosul Anti-Harassment Policy

2. Purpose / Objective

This policy aims to establish an educational and professional environment free from all forms of harassment, ensuring human dignity, mutual respect, trust, and a sense of belonging. Its primary objective is to protect all individuals from unacceptable behaviors that may endanger their physical or psychological safety, or cause them to feel insulted, intimidated, or threatened.

3. Scope

This policy applies to all members of the University of Mosul community, including students, faculty, administrative and technical staff, contractors, and visitors. It covers all academic, administrative, and social activities organized by the University, both on and off campus.

4. Principles / Commitments

  • Commitment to preventing all forms of harassment: verbal, physical, electronic, and visual.

  • Equality and respect as fundamental values governing relationships within the University.

  • Provision of safe and confidential reporting mechanisms, with fair handling of complaints.

  • Protection of whistleblowers from retaliation or undue pressure, ensuring their rights are safeguarded.

  • Accountability for anyone found guilty of harassment, regardless of their position or rank.

5. Procedures / Implementation Mechanisms

  • Reporting: providing multiple channels such as complaint units, electronic forms, or direct contact with designated authorities.

  • Investigation: conducting independent, prompt, and confidential investigations, while respecting the privacy of all parties involved.

  • Response: imposing appropriate disciplinary actions against those proven responsible, ensuring no violation goes unaddressed.

  • Support: offering psychological and counseling support to complainants, and referring them to additional assistance services if needed.

6. Responsibilities

  • The University Presidency holds the highest responsibility for adopting and overseeing the implementation of this policy.

  • The Anti-Harassment Committee is responsible for following up on complaints, conducting investigations, and recommending necessary actions.

  • All academic and administrative units are required to foster a safe environment and adopt preventive measures.

  • Every member of the university community bears individual responsibility for refraining from harassment and contributing to its prevention.

7. Monitoring and Evaluation

  • Regularly reviewing complaints to ensure they are addressed fairly and effectively.

  • Preparing semi-annual reports on policy implementation and submitting them to senior administration.

  • Assessing awareness among students and staff through surveys and workshops to measure the impact of awareness programs.

8. Periodic Review

This policy shall be reviewed every two years, or as needed, to ensure alignment with the latest national legislation and international standards. Amendments will be made in accordance with university requirements and evolving academic and social contexts.
