1. Title

University of Mosul Non-Discriminatory Admissions and Affirmative Action Policy

2. Purpose / Objective

This policy seeks to establish fair and transparent practices in the university admissions process, ensuring equal opportunities for all applicants regardless of their social, cultural, or economic backgrounds. The University also aims to foster diversity within its academic community by implementing carefully designed affirmative action measures that support groups facing particular challenges, thereby granting them equitable access to higher education.

3. Scope

This policy applies to all admission programs at the University of Mosul, at both undergraduate and postgraduate levels, and includes both local and international applicants.

4. Principles / Commitments

  • Equal Opportunity: ensuring that all applicants are assessed solely on academic merit, free from any form of discrimination.

  • Diversity Promotion: building a university community that reflects the diversity of Iraqi society and humanity at large.

  • Affirmative Action: granting preference to certain underrepresented or disadvantaged groups—such as persons with disabilities or applicants from low-resource backgrounds—to promote their educational participation.

  • Transparency: clearly announcing admissions criteria and affirmative action policies to avoid ambiguity or misinterpretation.

5. Procedures / Implementation Mechanisms

  • Establishing clear, published admission criteria based on academic qualifications and individual capabilities.

  • Designing precise mechanisms for the application of affirmative action, with clearly defined target groups and criteria.

  • Publishing admissions and affirmative action policies on the University’s official website and making them accessible to all applicants.

  • Creating a specialized committee to oversee the implementation of this policy and to review special cases, ensuring fairness and equity.

6. Responsibilities

  • The University Presidency holds ultimate responsibility for approving and enforcing this policy.

  • The Office of Admissions and Registration directly oversees the implementation of non-discriminatory and affirmative action admissions procedures.

  • Academic committees are tasked with reviewing applications and ensuring compliance with published standards.

  • Admissions staff are responsible for respecting this policy and treating all applicants with impartiality and fairness.

7. Monitoring and Evaluation

  • Reviewing admissions data annually to analyze the impact of admissions and affirmative action policies on diversity and equity within the student body.

  • Evaluating the effectiveness of affirmative action measures through periodic reports submitted to the University Council.

  • Making necessary adjustments when needed to ensure the continued promotion of inclusivity and fairness.

8. Periodic Review

This policy will be reviewed every three years, or as required, to ensure alignment with legal, social, and international admissions standards, as well as responsiveness to the needs of both local and international academic communities.
