1. Title

University of Mosul Policy on Anti-Discrimination and Anti-Harassment

2. Purpose / Objectives

  • Ensure a learning and working environment grounded in respect, dignity, and safety for all individuals.

  • Prevent all forms of discrimination and harassment, while safeguarding the rights of students, staff, faculty, and visitors.

  • Promote a culture of inclusivity and equality in alignment with academic and human values.

3. Scope

This policy applies to:

  • All students, employees, faculty members, and visitors within the University of Mosul.

  • All activities and events related to the university, whether conducted on or off campus.

4. Principles / Commitments

  1. Non-Discrimination: Prohibit any form of discrimination based on race, religion, gender, age, disability, sexual orientation, or any other legally protected characteristic.

  2. Dignity and Respect: Ensure that all individuals are treated respectfully in an environment free from humiliation or abuse.

  3. Equality and Inclusion: Guarantee equal opportunities for everyone without exception.

  4. Confidentiality and Fairness: Handle complaints with strict confidentiality, neutrality, and fairness in investigations.

  5. Accountability: Apply clear measures against anyone proven to have violated this policy.

5. Procedures / Implementation Mechanisms

  • Reporting:

    • Students, staff, or faculty members may report incidents of discrimination or harassment to the Office of Student Affairs or the Human Resources Department.

    • Secure and confidential reporting channels will be made available.

  • Investigation:

    • A designated committee will investigate all complaints promptly and with impartiality.

    • All parties involved are guaranteed the right to present their accounts and be heard fairly.

  • Disciplinary Actions:

    • Sanctions range from warnings and official reprimands to termination of employment or expulsion from the university, depending on the severity of the violation.

6. Responsibilities

  • University Presidency: Endorse and oversee the implementation of the policy.

  • Human Resources and Student Affairs Offices: Receive complaints, conduct investigations, and enforce disciplinary measures.

  • Students, Staff, and Faculty Members: Uphold responsible conduct and report any violations.

7. Monitoring and Evaluation

  • Prepare periodic reports on the number of complaints received, the actions taken, and outcomes achieved.

  • Conduct annual evaluations of the effectiveness of reporting channels and investigation mechanisms.

  • Use regular surveys to measure community satisfaction with inclusivity and equality on campus.

8. Review and Updates

This policy will be reviewed every two years, or as needed in response to legal or institutional changes, and updated to ensure continued effectiveness.
