1. Title

Policy on Reasonable Adjustments and Provisions for Persons with Disabilities – University of Mosul

2. Purpose / Objectives

This policy aims to ensure equal opportunities for students, staff, and faculty members with disabilities at the University of Mosul by providing reasonable adjustments and tailored provisions that enable their full participation in educational, research, and administrative activities.

3. Scope

This policy applies to all:

  • Students with disabilities.

  • University employees and faculty members with disabilities.

  • Academic, research, administrative, and service facilities across the University.

4. Principles / Commitments

  1. Equality and Non-Discrimination: Guarantee equal educational and employment opportunities for all individuals with disabilities.

  2. Reasonable Accommodation: Provide appropriate modifications that do not create an undue burden on the University.

  3. Adequate Funding: Allocate sufficient budgets to implement necessary adjustments.

  4. Universal Accessibility: Ensure that buildings, systems, and materials are designed to be inclusive and accessible to all.

  5. Active Participation: Involve persons with disabilities in designing, reviewing, and evaluating procedures that affect them.

5. Procedures / Implementation Mechanisms

  • Needs Assessment: Conduct comprehensive evaluations of the needs of each student or employee with disabilities upon admission or employment.

  • Academic Adjustments: Provide interpreters for sign language, study materials in accessible formats (Braille, digital text), and extra time in examinations.

  • Workplace Adjustments: Adapt working hours or job tasks to align with the employee’s abilities.

  • Infrastructure Adaptation: Ensure the availability of ramps, elevators, accessible restrooms, and inclusive classrooms.

  • Assistive Technologies: Provide tools such as screen readers, adaptive software, or mobility aids.

  • Funding Mechanism: Allocate a dedicated annual budget line to cover reasonable adjustments, in addition to establishing an emergency fund for urgent cases.

6. Responsibilities

  • University Presidency: Provide overall supervision and ensure sufficient funding.

  • Office for Disability Affairs: Coordinate implementation, receive requests, and liaise with faculties and administrative units.

  • Colleges and Departments: Apply academic and administrative adjustments within their respective activities.

  • Financial Unit: Allocate resources and monitor spending on reasonable adjustments.

7. Monitoring and Evaluation

  • Conduct quarterly reviews to assess the adequacy of provisions.

  • Administer periodic surveys with students and staff with disabilities to measure satisfaction.

  • Submit annual reports to the University Presidency detailing compliance levels and use of allocated funds.

8. Periodic Review

This policy shall be reviewed every two years, or as required, in consultation with persons with disabilities and national and international experts in the field.
