University of Mosul Policy on Sustainable Procurement

1. Title

Sustainable Procurement Policy – University of Mosul

2. Purpose / Objectives

This policy aims to ensure that all procurement and supply activities at the University of Mosul are conducted in a responsible and sustainable manner. It seeks to integrate environmental, social, and economic considerations into purchasing decisions, support the achievement of the Sustainable Development Goals (SDGs), and reduce the environmental footprint of the university.

3. Scope

This policy applies to all procurement, supply, and service-related activities across the university, including administrative departments, faculties, research centers, and institutional projects.

4. Principles / Commitments

  1. Environmental Responsibility: Minimize emissions and waste generated through procurement practices.

  2. Social Responsibility: Ensure suppliers respect labor rights and adhere to ethical standards.

  3. Economic Efficiency: Achieve best value for money through responsible and cost-effective spending.

  4. Priority for Sustainable Products: Favor environmentally friendly, recycled, or recyclable products and services.

  5. Local Sourcing: Promote local procurement to reduce transportation-related emissions and support the local economy.

5. Procedures / Implementation Mechanisms

  • Integrate environmental and social sustainability criteria into all procurement contracts.

  • Develop and maintain a list of approved suppliers who comply with sustainability standards.

  • Reduce natural resource consumption by:

    • Transitioning to electronic systems to minimize paper use.

    • Purchasing energy-efficient equipment.

  • Include specific sustainability requirements in tenders and procurement processes (e.g., waste reduction, sustainable material use).

  • Disseminate internal guidelines to departments on how to practically implement sustainable procurement.

6. Responsibilities

  • University Presidency: Provide overall supervision and ensure sustainability principles are embedded in institutional strategy.

  • Sustainable Procurement Committee: Review tenders and suppliers based on established sustainability criteria.

  • Administrative and Academic Units: Apply the policy in all daily procurement activities.

  • Financial and Administrative Oversight Unit: Monitor compliance, ensure transparency, and issue related reports.

7. Monitoring and Evaluation

  • Establish Key Performance Indicators (KPIs) to measure the percentage of sustainable products in total procurement.

  • Conduct semi-annual reviews of procurement activities to assess compliance with environmental and social principles.

  • Prepare an annual report on sustainable procurement performance to be presented to the University Council.

8. Review and Updates

This policy shall be reviewed every two years, or as needed, by the Sustainable Procurement Committee, and updated in line with legislative changes and international best practices.
