College of Law at the University of Mosul Discusses Master’s Thesis on the Right to Education and Its Challenges

On Thursday, August 21, 2025, the College of Law at the University of Mosul held the discussion of a master’s thesis by researcher Rafea Sadiq Yasin, entitled: “The Right to Education under the Administrative Decentralization System in Iraq.”
The examination committee consisted of a distinguished academic team, chaired by Professor Dr. Mohammed Younis Yahya, with supervision by Assistant Professor Dr. Rafel Hasan Hamed, Assistant President of the University for Administrative Affairs, and membership of Assistant Professors Dr. Bashar Jahem Ajami and Dr. Naghm Abdulstar Hussein.
The study reviewed the state of education in Iraq under the administrative decentralization system, highlighting the laws that enshrine the right to education, particularly those related to its compulsory and free nature at certain stages. It also focused on the challenges facing this right, including infrastructure limitations, teaching staff, and the overall learning environment.
The thesis aimed to outline mechanisms for implementing laws related to the right to education, strengthen policies ensuring the provision of schools and qualified teaching staff, and develop the educational environment in ways that enhance educational standards and reinforce constitutional rights.
