On Its Second Day: Coexistence Conference Discusses Legal Frameworks and Counter-Extremism Policies with High-Level Academic and Security Presence

 

The activities of the “Coexistence After Displacement: Strategies for Countering Extremism and Reintegration of Returnees” conference continued on its second day, Monday, October 27, 2025, with the presence of Mosul University President Dr. Wahid Mahmoud Al-Ibrahimi. The Scientific and Literary Forum hosted the third session, titled: “Legal Frameworks and National Policies for Coexistence and Countering Extremism.”

The session addressed a series of critical topics, including reinforcing the rights of returnees in the constitution and national legislation, presented by Dr. Abdulaziz Ramadan Ali and Assistant Lecturer Said Khidida Qolo. The session also covered transitional justice and the distinction between those involved and not involved in extremism issues, presented by Assistant Professor Dr. Wissam Nemat. The session concluded with a specialized lecture by Dr. Tarek Al-Qasar, Director of the Regional Studies Center at the university, titled: “Towards an Integrated National Strategy for Coexistence.”

The session was attended by notable academic and security leaders, including Dr. Abdulrahim Ibrahim Jasim, the Assistant of the President for Scientific Affairs at Mosul University, several deans of faculties, and senior representatives from the Iraqi National Security Service. This diverse attendance highlighted the shared concern and commitment to addressing the legal and political challenges of coexistence, with a focus on generating practical, actionable recommendations that contribute to building a more stable and secure future for the community.
