Duties of the Board of Directors:

The duties of the Board of Directors are defined in Article (5-A) of the Bylaws and include:

First: Proposing the general policy of the center or unit in the scientific, financial, and administrative fields and following up on its implementation.

Second: Proposing the annual scientific research plan and the means for its implementation in light of the general policy for specialized scientific research.

Third: Proposing programs for transferring modern technology to the applied field and following up on their implementation and evaluation.

Fourth: Controlling the release and dissemination of qualitative results to ensure proper utilization of these results.

Fifth: Contracting with other entities and individuals within Iraq to conduct scientific research on a specific scientific problem in exchange for fees determined by the center or unit council, and contracting with Arab and foreign entities related to its work.

Sixth: Contracting with Iraqis, Arabs, and foreigners whose services the center or unit requires for the period it deems appropriate after obtaining the necessary approvals.

Seventh: Recommending the establishment of scientific relations with entities related to the nature of the center or unit’s work inside and outside Iraq.

Eighth: Recommend the creation, cancellation, or merger of academic formations and administrative divisions and prepare their annual staffing in line with the development of the center’s or unit’s work.

Ninth: Discuss detailed progress reports and take appropriate action in this regard.

Tenth: Submit a recommendation to the university president and the dean of the college to approve the center’s or unit’s annual report.

Eleventh: Submit a recommendation to the university president and the dean of the college to promote researchers from the faculty members working in the center or unit, in accordance with the instructions for promoting faculty members at universities affiliated with the Ministry of Higher Education and Scientific Research.

Twelfth: Ratify the decisions of the committees pertaining to the delisting, appraisal, sale, and lease of movable and immovable state assets, in accordance with the provisions of Law No. (32) of 1986 on the Sale and Lease of State Assets.

Thirteenth: Recommend the approval of the annual budget, staffing, and final accounts.

Fourteenth: Propose draft instructions for the center or unit.

B – The Council may delegate some of its powers to the director of the center or the director of the unit.
