Secondly – Clause (First) of this article stipulates that two days a week shall be devoted to the task assigned to them in a manner that does not affect their workload or duties.
– First – It is not permissible for any researcher or contract with any ministry or entity not affiliated with a ministry to teach the subject (through his nomination by the committee stipulated in paragraph 1 of these instructions, and the approval of his nomination at a meeting of the university council or the commission).
Second – The duration of the contract is one year, starting from the date of signing the contract, and it is renewable.
Third – In the event that one of the contracting parties wishes to terminate the contract, he must notify the other party thirty (21) days before its termination.
First – The profit is determined after deducting the necessary expenses for the research or the mission, after obtaining the prior approval of the head of the committee for these expenses.
Second – The profit is as follows:
A- (31% of the university or college share, 10% of the faculty share, or the authority or institute.
B- (91% of the teaching share, or the researcher or work team, the committee determines.)
The research task or his participation and contribution is the share of each one of them according to their participation.

Based on the provisions of Paragraph (a) of Article 42 of the Constitution, the Revolutionary Command Council has decided to issue:

The law now applies to all universities The colleges, the Technical Institutes Authority, and the institutes and centers affiliated with the Ministry of Education, based on the feasibility study, the decision of its Council, and the approval of the Ministry of Higher Education, shall establish specialized and multidisciplinary scientific and advisory services offices in higher education, when the capabilities are available. 2- The provisions of Paragraph (1) of this clause stipulate the establishment of a legal advisory office in the college, as an exception to the provisions of Articles (Twenty-Two-1) and (Four and Three) of the Bar Association Law No. 132 of 1961. Second – The office shall enjoy With its legal personality and its financial and legal independence, the Office shall have the right to conduct its legal affairs to achieve its objectives. It shall be represented by its Director and its representatives, whether before the judiciary or other authorities.

The Office shall undertake the following:
First: Providing consultations, services, scientific, technical, and training to government departments and any other joint, cooperative, and joint activities with the private sector that the Minister deems beneficial to the public, in return for appropriate fees.
Second: Providing its services to citizens at an appropriate level of price.
Third: Raising the level of professional practice and contributing to the Iraqi cause.
Fourth: Increasing the number of members. Faculty and Technical Staff in the Professional and Applied Fields
Fifth – Exchange of expertise with similar offices and relevant bodies inside and outside Iraq
The office is headed by a council consisting of:
1- The Dean or one of the heads of academic departments whose academic rank is no lower than Assistant Professor
for a university or college and a lecturer for an institute, or a professor nominated by the University Council or the Council of the Technical Institutes Authority, or the Council of the Minister of Education, with the approval of the Minister
3- At least four faculty members selected by the University Council or the Council of the Technical Institutes Authority
for the institute Each of them shall represent his field of expertise, and hold the highest academic rank available, provided that this is approved by the President of the University, the President of the Technical Institutes, or the President of the Council.
Second: The Council shall select the Director of the Office from among its members, provided that this is approved by the President of the University, the President of the Technical Institutes, or the President of the Council. The President shall be a Vice-President who shall replace the President in his absence.

Third: The term of membership on the Council is two years from the date of its first meeting, renewable once.
Otherwise, the Council shall meet at least once at the invitation of the President of the Council. Second: The quorum for the Council meeting shall be met by the presence of a majority of members, and decisions shall be taken by a majority of the number of those present. In the event of a tie, the side for which the President voted shall prevail. Third: The Council’s decisions and recommendations shall be subject to the approval of the University President, the President of the Technical Institutes Authority, or the Presidents. If they are not approved within fifteen days from the date of their registration in the office, they shall be deemed approved. In the event of their non-approval, in whole or in part, and the Council expresses its opinion, they shall be presented to the University Council, the Technical Institutes Authority, or the Presidents Council. The decision issued in this regard shall be final. Otherwise, the Office Council shall assume the tasks. The following:
1- Approving the annual budget and the office’s management and its annual plan.
3- Approving the conclusion or extension of contracts.
2- Approving the allocation of the necessary amounts to implement the contracted projects and works within their total cost.
4- Approving the commitment and disbursement within the approved annual budget allocations for the office, including those that exceed the disbursement authorities granted to them by the university, the head of the technical institutes authority, or the president of the administration.

1- Determining the fees and services provided by the office in accordance with the rules for work and service fees issued by the office council after 6- Utilizing the capabilities of the university, college, and technical institutes, including science, technology, education, and human resources, to carry out the office’s affairs, unless there is a conflict with the teaching staff, and in coordination with the scientific department, contracts are arranged between the two parties in exchange for an appropriate fee. 3- Contracting with consultants, lecturers, technicians, and administrative staff for the office and its work. The contract must state the duration of the contract, the method of its extension, the fees determined by the office council, and the nature of the work contracted for, in addition to what relates to the obligations.
