Regional Studies Center organized a seminar titled (Corruption and the Shadow Economy in Iraq: An Investigatory Approach) by Dr. Abdullah Fadhil AL-Haialy, in the presence of the researchers of the Center on Wednesday, December 18, 2019.The researcher said that his research aims to observe the nature of the relationship between corruption and the shadow economy in Iraq and to estimate the size of the shadow economy to non-oil GDP during (2003-2016). The researcher added that the shadow economy includes all economic activities that are subject to tax in general if they are reported to tax authorities which are not within the accounts of national income.The researcher stressed that the Iraqi economy has witnessed several patterns of the shadow economy during the research period, in the forefront of which is the phenomenon of tax evasion and the set back of what we might call honesty of tax collecting, and that the government should implement a policy of “employee turnover”, especially in those services that suffer sharp rates of corruption. In addition to Iraq signing fiscal agreements with countries that embrace the so-called tax havens to determine the financial positions of the Iraqis, and collect taxes from them.
