1. Title

University of Mosul Policy on Safeguarding Workers’ Rights in Outsourcing Arrangements

2. Purpose / Objective

This policy aims to protect the rights of all workers engaged in activities related to the University of Mosul—whether directly employed or contracted through external parties—and to ensure that they enjoy fair and safe working conditions, in line with national labor laws and international labor standards.

3. Scope

This policy applies to all contracts concluded between the University of Mosul and external companies or contractors providing services within the campus, including:

  • Maintenance services.

  • Cleaning services.

  • Security and guarding.

  • Other operational and administrative services.

4. Principles / Commitments

  • Fairness and Equality: treating all contracted workers with respect and granting them the same rights afforded to University employees in comparable circumstances.

  • Occupational Safety: ensuring a safe and healthy working environment for all workers within the University.

  • Shared Responsibility: requiring suppliers and contractors to comply with Iraqi labor laws and international standards, such as International Labour Organization (ILO) conventions.

  • Transparency and Accountability: conducting regular audits of contracts and working conditions to guarantee compliance.

5. Procedures / Implementation Mechanisms

  • Fair Working Conditions:

    • Reasonable working hours and fair wages.

    • Basic entitlements such as sick leave and annual leave.

    • Adequate health coverage and insurance.

  • Equal Rights:

    • Providing training and professional development opportunities for contracted workers.

    • Ensuring non-discrimination between contracted workers and University employees.

  • Obligations of External Parties:

    • Incorporating clear contractual clauses requiring respect for workers’ rights.

    • Applying corrective measures in cases of violations.

6. Responsibilities

  • University Presidency: overall supervision of policy enforcement and institutional compliance.

  • Administrative and Financial Affairs Department: monitoring supplier and contractor agreements.

  • Human Rights Unit / Oversight Committee: monitoring violations and investigating complaints.

  • Suppliers and Contractors: full compliance with workers’ rights under national law and international standards.

7. Monitoring and Evaluation

  • Conducting semi-annual reviews of contracts and working conditions.

  • Holding interviews and surveys with contracted workers to ensure their rights are respected.

  • Submitting periodic compliance reports to senior management.

8. Periodic Review

This policy will be reviewed every two years, or upon updates to Iraqi labor laws or international standards. Necessary amendments will be made to ensure continued fairness and equality.
