1. Title
University of Mosul Policy for Promoting Energy Efficiency in Construction and Renovation Projects
2. Purpose / Objective
The University of Mosul is committed to reducing its carbon footprint by adopting energy efficiency standards in all construction and renovation projects across the campus. The primary aim of this policy is not only to lower consumption and minimize emissions but also to establish an educational model that reflects the values of sustainability and inspires students and the wider community to adopt environmentally responsible practices.
3. Scope
This policy applies to all engineering projects related to new construction, expansions, and renovation works within university buildings and facilities. It also extends to contracts with design, construction, and maintenance companies working on behalf of the University.
4. Principles / Commitments

Compliance with national energy efficiency standards issued by Iraqi official authorities.

Striving to apply international standards such as LEED and ISO 50001, whenever resources allow.

Ensuring that all university buildings are environmentally friendly, safe, and energy efficient.

Adopting principles of transparency and accountability in the selection of materials, technologies, and energy sources.
5. Procedures / Implementation Mechanisms

Design and Planning: adopting architectural designs that maximize natural lighting and ventilation, reducing reliance on electrical devices.

Energy-Saving Technologies: utilizing LED lighting, smart control systems, and advanced thermal insulation to minimize energy loss.

Renewable Energy Systems: conducting feasibility studies for installing solar panels or other alternative solutions in new and renovated buildings, to generate clean energy covering part of consumption.

Field Monitoring: carrying out annual energy audits, supported by smart management systems to monitor consumption and optimize performance.
6. Responsibilities

The University Presidency bears ultimate responsibility for policy implementation.

The Engineering and Maintenance Department ensures integration of efficiency standards at all project stages.

The Sustainability Office monitors compliance, issues performance reports, and coordinates with relevant authorities.

Contractors are obligated to comply with this policy as a fundamental condition of their contracts.
7. Monitoring and Evaluation

Conducting periodic audits of buildings and projects to assess alignment with energy efficiency indicators.

Utilizing digital tools to track actual consumption and identify opportunities for improvement.

Preparing an annual report, made publicly available, outlining the level of compliance and policy outcomes.
8. Periodic Review
This policy will be reviewed at least once every three years, or upon the release of new legislative or technological updates in the field of energy efficiency. Revisions will ensure alignment with the latest scientific advances and international standards.
