The Department of Banking and Financial Sciences at the College of Administration and Economics, University of Mosul, discussed the master’s thesis tagged “Measuring the available fiscal space in Iraq’s budget and its role in supporting the agricultural sector”.

Part of it was attended by the Dean of the Faculty, Prof. Dr. Thair Ahmed Saadoon Al-Samman.

The current study presented by the student “Loay Ali Mahmoud Zaidan” in the Department of Financial and Banking Sciences aims to measure the actual financial space available in the budget of Iraq through its four sources (rearranging spending priorities, mobilizing domestic resources, public debt, foreign aid), as well as measuring the expected financial space from these sources in the future, and the agricultural sector was chosen to represent a crisis sector as a result of the problems it suffers from, foremost of which is the problem of financing and a statement of how to benefit of the expected fiscal space to finance the agricultural sector and address its problems and prevent their escalation in the distant future.

The study reached conclusions, most notably: there is a financial space available in the Iraqi budget, and if it is directed towards the agricultural sector, it will lead to an increase in agricultural output, and thus increase the percentage of agriculture’s contribution to GDP.

The discussion committee was headed by Prof. Dr. Hashim Mohammed Abdullah Al-Arkob, and the membership of Assistant Professor Dr. Reaper Fattah Muhammad from the University of Duhok, and Assistant Professor Mr. Muhammad Thanoun Al-Sharabi, under the supervision and membership of Assistant Professor Dr. Uday Salem Ali.
