College of Administration and Economics – University of Mosul Prominent Figures of the College | Issue No. 2: Professor Dr. Hashim Yahya Al-Mallah “Historian of the Constitution and Dean of Administration and Economics: A Life of Scholarship and Dedication”

In the second issue of our series “Prominent Figures of the College,” we highlight a distinguished academic figure at the University of Mosul—an intellectual who bridged Islamic history, legal thought, and administrative wisdom:
Professor Dr. Hashim Yahya Hussein Ahmed Al-Mallah
Born in Mosul in 1940, Dr. Al-Mallah began his academic journey at the College of Law, University of Baghdad, where he earned his bachelor’s degree in 1962. He then pursued postgraduate studies at Cairo University, obtaining two higher diplomas in Islamic Sharia and Public Law. He later received his PhD from the University of St. Andrews in the United Kingdom in 1971 for his groundbreaking dissertation titled: “The Governmental System of the Prophet Mohammed,” a pioneering work in comparative Islamic constitutional law.
Dr. Al-Mallah started his teaching career at the University of Mosul in 1965, eventually earning the rank of full professor in 1977—the first to achieve this title in the College of Arts. He held several prominent academic positions, including Dean of the College of Arts, Acting Dean of the College of Administration and Economics, and Acting President of the University of Mosul in 1977. He also served as an advisor to the Ministry of Higher Education and Scientific Research and contributed to the establishment of numerous postgraduate and research units.
During his tenure as Acting Dean of the College of Administration and Economics (1974–1975), Dr. Al-Mallah played a key role in shaping the college’s academic identity during its formative years. He promoted the independence of its academic departments, enhanced the specialization of its curricula, and fostered research aligned with national economic concerns. He also initiated academic collaboration with similar colleges both inside and outside Iraq, laying a clear vision for the role of economics in societal development.
Alongside his administrative work, Dr. Al-Mallah is a prolific scholar, having published over 130 research papers in history, civilization, and law. He has supervised more than 60 master’s and doctoral theses in Islamic history and constitutional law.
He has also authored more than 16 academic books, including:
The Government of the Prophet (PBUH),
A Comprehensive Guide to the Prophet’s Biography and the Rightly Guided Caliphate,
A Detailed Study in the Philosophy of History,
The Hisbah in Islamic Civilization,
and Academic and Societal Issues.
In addition, he contributed to and reviewed over 20 encyclopedias and scholarly references, such as:
The Civilizational Encyclopedia of Iraq,
The Mosul Civilizational Encyclopedia,
The Reference in Arab Nation History,
The Encyclopedia of Arab and Muslim Figures,
and The Spread of Islam Throughout the World (UNESCO – Paris, 2011).
He has received numerous awards and honors, including:
• Arab Historian Medal – Union of Arab Historians (1986)
• Honored Professor – University of Mosul Council (1988)
• Medal of Science, First Class – by Presidential Decree (2002)
• Shield of Creativity and Excellence – awarded by the College of Arts and various research centers.
Today, Dr. Al-Mallah serves as Professor Emeritus in the Department of History at the College of Arts, University of Mosul. He is also a member of the Iraqi Scientific Academy, Bayt Al-Hikma, and the Arab Council of Academics. He remains actively involved in academia, offering his insights and guidance to postgraduate students and researchers, maintaining the composed and wise presence he has been known for throughout the decades.
