A PhD Dissertation in the Department of Economics Discusses: “The Problem of Fiscal Sustainability Between the Evolution of Government Spending and Public Debt Containment in Selected Countries for the Period 2004–2022” Wednesday, June 18, 2025

The Department of Economics at the College of Administration and Economics, University of Mosul, discussed the doctoral dissertation titled “The Problem of Fiscal Sustainability Between the Evolution of Government Spending and Public Debt Containment in Selected Countries for the Period 2004–2022.”

The session was attended in part by the Dean of the College, Professor Dr. Sinan Zuhair Mohammed Jameel, along with the Associate Deans for Scientific and Administrative Affairs.

The current study, submitted by the doctoral candidate Rana Nazar Younis from the Department of Economics, aimed to explore the balance between achieving economic and social goals through government spending and the necessity of maintaining the state’s fiscal sustainability. The study emphasized that the economy is significantly affected by the level of public debt and the state’s ability to service debt and finance public expenditures.

The study reached a number of conclusions, most notably:
The cross-sectional dependence tests for the three country groups indicated no correlation between the cross-sections of the model’s variables. Additionally, the unit root tests in the three selected country groups showed that some variables were stationary at level, while others were stationary at first difference. This suggests the potential applicability of the dynamic autoregressive distributed lag (ARDL) model, but only after confirming the existence of a cointegration relationship between the study variables.

The discussion committee was chaired by Professor Dr. Saad Mahmoud Khalil Al-Kawaz, and included as members assistant Professor Dr. Lawin Rafiq Ahmed from Salahaddin University – Erbil and assistant Professor Dr. Abdullah Khudhur Abtan and assistant Professor Dr. Sura Salem Dawood and assistant Professor Dr. Mustafa Fadel Hammadi with Professor Dr. Hashim Mohammed Abdullah as both a member and the dissertation supervisor.
