Academic leadership at the College of Administration and Economics, University of Mosul… The first higher diploma thesis equivalent to a master’s degree in Strategic Planning discusses enhancing institutional decision-making within the framework of Sustainable Development Goals

On the morning of Wednesday, July 16, 2025, Hall No. (1) at the College of Administration and Economics – University of Mosul hosted the defense of the higher diploma thesis (equivalent to a master’s degree) submitted by student “Ahmed Al-Asadi” from the Department of Business Administration, entitled: “Proactive Behavior of Security and Military Leaders and Its Impact on Decision-Making Quality – A Case Study in the Popular Mobilization Authority.”
This thesis represents the first achievement in the path of the higher diploma in Strategic Planning at the University of Mosul, reflecting the college’s aspiration to consolidate its academic leadership and its keenness to produce qualitative studies addressing contemporary institutional issues.
This step comes within the framework of aligning academic programs with the Sustainable Development Goals (SDGs), especially Goal 16 (which focuses on building effective, accountable, and inclusive institutions) and Goal 4 (which emphasizes quality education and promotes impactful scientific research).
The study aimed to analyze the impact of proactive behavior of security and military leaders — through its dimensions (taking responsibility, employee voice, individual creativity, and problem prevention) — on improving the quality of institutional decision-making, considering multiple aspects, most notably: availability of information, sound reasoning, commitment, and creative alternatives.
The Dean of the College of Administration and Economics, Professor Dr. Sinan Zuhair Muhammad Jameel, attended part of the discussion session, accompanied by the two assistant deans for academic and administrative affairs, in support of the academic journey and in encouragement of this new path in graduate studies.
The thesis reached several essential conclusions, most notably the presence of a significant correlation and impact between the dimensions of proactive behavior and decision-making quality, confirming the role of this behavior in enhancing leadership effectiveness and achieving more accurate and efficient decisions in complex organizational environments.
