Iraq’s Second Specialized Postgraduate Institute in Accounting and Finance: A Groundbreaking Step by the College of Administration and Economics – University of Mosul

The Council of the College of Administration and Economics at the University of Mosul, in its 26th regular session chaired by Professor Dr. Sinan Zuheir Mohammed Jameel, discussed a major milestone—the finalization of procedures to establish the Higher Institute for Accounting and Financial Studies, which will be the second institute of its kind in Iraq after the University of Baghdad. This initiative marks a pioneering academic achievement that adds to the university’s distinguished record.

The institute will offer two prestigious academic degrees:

A Higher Diploma equivalent to a Master’s degree, with a study period of three years.

A Doctorate in Legal Accounting (Certified Auditor), with a study period of five years.

The institute targets graduates holding a Bachelor’s degree in Accounting from accredited Iraqi and international universities, providing them with access to specialized postgraduate programs that align with global academic standards and meet the needs of the accounting and auditing labor market in both the public and private sectors.

This promising academic project is part of the College’s ambitious strategic plan to advance the academic landscape in the fields of accounting and auditing. It is the result of over a year and a half of continuous effort initiated by the current Dean since his tenure as Head of the Accounting Department, during which he personally oversaw the foundational planning of this initiative.

The institute is expected to operate as an independent entity under the direct administrative oversight of the University Presidency. Having completed all logistical requirements, the project has now entered its final phase, which includes the selection of qualified academic and administrative staff. It will soon be submitted to the University Presidency and the Ministry of Higher Education and Scientific Research for formal approval through a designated ministerial committee.

This project underscores the University of Mosul’s commitment to Sustainable Development Goal 4 – “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all” – as well as Goal 17 – “Strengthen the means of implementation and revitalize the global partnership for sustainable development”, through fostering institutional collaboration between the university and legislative and executive bodies.
