Monetary and Fiscal Policy Instruments Between Balance and Stability… A Master’s Thesis in the Department of Economics – College of Administration and Economics – University of Mosul Sets a Model for the Iraqi Economy

On Thursday, August 21, 2025, the Department of Economics at the College of Administration and Economics – University of Mosul witnessed the defense of a master’s thesis by the student Ahmed Thamer Mohammed Al-Hafi, entitled:
“The Employment of Monetary and Fiscal Policy Instruments in Achieving Economic Goals in Iraq – A Model.”
The defense took place in Discussion Hall No. (2).
The study aimed to measure and employ the functional relationships of monetary and fiscal policy variables, and to assess the significance of their impact on the rate of monetary stability in the short and long term in Iraq during the period (1990–2023).
The findings concluded that the rediscount rate is the most influential tool among monetary and fiscal policy instruments, with an effect of (4.2024). It was followed by public revenues, then public expenditures, and finally the required reserve ratio, all of which had a positive and significant impact. Conversely, the results showed that open market operations and the real exchange rate had a significant but negative effect on the rate of monetary stability.
