Minister of Higher Education Chairs the Second Meeting of the Advisory Board for 2025

 

The Minister of Higher Education and Scientific Research, Dr. Naeem Al-Aboudi, chaired the second meeting of the Advisory Board for 2025, attended by senior officials and presidents of public universities.

At the beginning of the meeting, the Minister emphasized that the Ministry of Higher Education and Scientific Research remains committed to its scientific and service role in supporting students and fostering leadership opportunities.

He also stressed the importance of upholding authentic university values and preserving academic traditions during university events, reinforcing the status of academic institutions as inspiring models in fulfilling their mission and developmental goals.

The Minister reiterated the necessity of working within the granted authorities, facilitating procedures in accordance with legal requirements, and optimizing time and effort in the public interest through comprehensive digital transformation and the automation of processes and procedures in the Ministry of Higher Education and Scientific Research.

The Advisory Board members discussed the agenda items and voted on the following decisions:

▪ Public and private universities, colleges, and institutes are to commence updating and uploading student, faculty, and curriculum data into the central systems of the Ministry of Higher Education and Scientific Research (SIS – LMS – HRMS) as part of the ministry’s and universities’ automation project, inaugurated by the Prime Minister.

▪ Adoption of a special form for discussing postgraduate diploma projects in medical specializations.

▪ Raising the minimum performance evaluation score for faculty members to 75% in the 2024/2025 evaluation form.

▪ Approval of allowing PhD holders with the academic rank of Lecturer, who possess expertise and competence, to join scientific committees within departments in cases where higher academic ranks are unavailable.

▪ Approval of the draft law for the Institute of Urban and Regional Planning for Postgraduate Studies.

The meeting also included several presentations on digital transformation and automation in the Ministry of Higher Education and Scientific Research, as well as the “Study in Iraq” program.

The Minister concluded the meeting by directing universities in the capital, Baghdad, to adjust their official working hours in accordance with the Council of Ministers’ decision, effective from March 2, ensuring suitable timings that maintain the quality of educational services and institutional performance requirements.
