Planning Division

The Planning Division is one of the key divisions within the Department of Studies and Planning at the Presidency of the University of Mosul. It plays an important role in supporting the University’s academic, administrative, and developmental planning processes through the preparation of studies and plans, monitoring their implementation, and analyzing the future needs of colleges, centers, and academic departments in alignment with the University’s strategic directions and the plans of the Ministry of Higher Education and Scientific Research.

The Division is responsible for planning academic expansion and the development of academic programs and scientific specializations; monitoring the implementation of university plans and decisions; coordinating training and educational activities and programs; and following up on the development of curricula and the examination process. It also contributes to the preparation of administrative reports and the management, follow-up, and electronic archiving of official correspondence, circulars, and directives.

Furthermore, the Division contributes to anticipating the University’s future needs and those of the labor market, and to assessing the feasibility of establishing new colleges, departments, academic branches, and scientific centers. These efforts enhance the University’s capacity to keep pace with scientific and technological developments, respond to community needs, and support the achievement of its strategic and developmental objectives.

Duties and Responsibilities of the Planning Division

1. Preparation of Studies for Establishing Colleges, Departments, and Centers

  • Preparing studies and proposals for the establishment of new colleges, academic departments, scientific branches, and research and service centers at the University.
  • Assessing the actual need for new academic specializations and programs in light of labor market requirements.
  • Evaluating the human and material resources and infrastructure available at the University.
  • Ensuring that proposals for establishing new academic units comply with the applicable ministerial regulations and guidelines.
  • Preparing establishment files in accordance with approved forms, procedures, and requirements.
  • Coordinating with colleges, university units, and relevant authorities to complete the requirements for establishment.
  • Submitting establishment files to the competent authorities and obtaining the necessary official approvals.
  • Following up on the approval process until all procedures related to the establishment of new academic units are completed.

2. Monitoring the Implementation of University Council Decisions

  • Following up on items included in the minutes of the University Council that fall within the responsibilities of the Planning Division.
  • Communicating with the relevant colleges, centers, and departments to implement decisions and recommendations.
  • Monitoring the progress and level of implementation of University Council decisions.
  • Collecting data and information related to the implementation of decisions.
  • Preparing reports on the relevant items of University Council minutes and monitoring their completion.
  • Coordinating with relevant units to address any obstacles that may hinder the implementation of decisions.

3. Planning and Monitoring Scientific and Cultural Activities

  • Following up on and consolidating the semester and annual plans of activities implemented by the University’s colleges and centers.
  • Collecting and documenting conferences, seminars, workshops, and scientific and cultural events.
  • Monitoring activities aimed at addressing harmful and critical phenomena affecting society.
  • Reviewing activity-related data and standardizing it in accordance with approved forms.
  • Preparing schedules and reports on university activities.
  • Submitting consolidated reports to the Ministry of Higher Education and Scientific Research and other relevant authorities.
  • Monitoring the alignment of activities with the University’s objectives and strategic plans.

4. Planning Training and Educational Programs

  • Following up on training and educational programs organized by colleges, centers, and other university units.
  • Collecting and classifying data related to training courses and programs.
  • Preparing short-, medium-, and long-term training plans.
  • Identifying training needs in coordination with the University’s various units.
  • Supporting programs aimed at developing the skills of academic, administrative, and technical staff.
  • Monitoring the implementation of training plans and assessing the extent to which their objectives are achieved.
  • Contributing to the development of training programs in line with scientific, administrative, and technological developments.

5. Preparation of Short- and Long-Term Plans

  • Preparing development plans for the University in coordination with its various academic and administrative units.
  • Developing short-term plans to address urgent needs and requirements.
  • Contributing to the preparation of medium- and long-term plans in accordance with the University’s strategic direction.
  • Identifying priorities, objectives, and programs required to achieve institutional development.
  • Monitoring the implementation of plans and assessing levels of achievement.
  • Analyzing obstacles affecting the implementation of plans and proposing appropriate solutions.
  • Working towards achieving the University’s objectives with the highest possible level of efficiency while optimizing time and resources.

6. Monitoring the Development of Curricula and Academic Programs

  • Following up on the development and updating of curricula across the University’s colleges.
  • Monitoring the alignment of curricula with scientific and technological developments and labor market requirements.
  • Coordinating with colleges and academic departments regarding study plans and the development of academic programs.
  • Monitoring the compliance of academic programs and curricula with ministerial regulations and guidelines.
  • Contributing to identifying future needs for the development of academic programs.

7. Monitoring the Examination Process

  • Monitoring the administration of examinations across the University’s colleges in accordance with approved regulations and guidelines.
  • Collecting information related to the examination process from the University’s academic units.
  • Monitoring compliance with examination schedules, procedures, and relevant instructions.
  • Identifying challenges and issues affecting the examination process and referring them to the competent authorities.
  • Preparing data and reports related to the administration of examinations when required.
  • Coordinating with colleges to address issues that may affect the regularity of the educational and examination processes.

8. Preparation of the Annual Administrative Report

  • Preparing the Annual Administrative Report of the University of Mosul.
  • Collecting administrative data and information from the University’s various academic and administrative units.
  • Organizing and classifying data according to approved themes, formats, and reporting frameworks.
  • Reviewing the data and ensuring its completeness and accuracy.
  • Documenting major administrative activities and achievements throughout the year.
  • Preparing the final version of the report and submitting it to the Federal Board of Supreme Audit and other competent authorities in accordance with official procedures.

9. Management and Follow-up of Circulars and Official Correspondence

  • Preparing and following up on daily circulars addressed to colleges, centers, departments, and units affiliated with the Presidency of the University.
  • Organizing official correspondence related to the Division’s activities.
  • Following up on the delivery of circulars and official correspondence to the relevant units.
  • Monitoring responses received from colleges, centers, and departments.
  • Organizing and classifying administrative correspondence according to subject, recipient unit, and date.
  • Following up on correspondence requiring action or responses from the University’s academic and administrative units.

10. Electronic Archiving and Document Management

  • Electronically archiving the correspondence and records of the Department of Studies and Planning.
  • Converting paper-based documents and correspondence into organized electronic files when required.
  • Classifying documents and official correspondence according to a systematic structure that facilitates retrieval and access.
  • Securely preserving official documents, data, plans, and reports.
  • Developing electronic archiving mechanisms that support digital transformation in administrative work.
  • Ensuring timely and efficient access to documents and information when required.

11. Coordination with University Units

  • Maintaining continuous coordination with colleges, research centers, academic departments, and administrative units.
  • Monitoring the implementation of plans, programs, and projects that fall within the Division’s responsibilities.
  • Requesting the data and information required for the preparation of studies and reports.
  • Standardizing forms and data submitted by the University’s various units.
  • Following up on inquiries and observations related to the Division’s responsibilities.
  • Contributing to the resolution of planning and administrative issues in coordination with the competent authorities.

12. Supporting Decision-Making and Future Planning

  • Providing studies and data that assist the University’s senior management in making informed decisions.
  • Analyzing the University’s current and future needs.
  • Examining indicators related to academic expansion, programs, and specializations.
  • Supporting evidence-based and data-driven planning.
  • Contributing to the identification of the University’s development priorities.
  • Anticipating future challenges and developing appropriate proposals and solutions to address them.

Mission of the Planning Division

To provide planning and technical support to the University administration and its academic and administrative units through the preparation of studies and plans, monitoring their implementation, coordinating programs and activities, supporting the development of academic programs, and following up on decisions and projects, thereby contributing to the optimal utilization of resources and enhancing institutional performance and efficiency.
