The researcher discussed administrative control as one of the necessary and necessary functions for the stability and maintenance of social life systems

Administrative control is one of the first duties of the state and the most important of which is to protect public order and protect the public freedoms of individuals, because without it chaos reigns, turmoil reigns and equilibrium in society is disturbed, so the group cannot imagine having an existence without a system that controls the behavior of its members and orders surrounding their activities and pushing them to their specific goals. This function was and is still a nerve. The public authority and its essence, which the countries were keen to exercise, the researcher reached a number of results, foremost of which was to show the importance of balance between the authority of administrative control in order to protect the public order in the state and the general freedoms of individuals in addition to explaining the multiplicity of administrative control authorities in administrative legislation and comparative legislation in its forms and types as well as For the existence of central and decentralized authorities
