The best electoral system in Iraq _ College of law

Under the patronage of the respected Prof. Dr. Qusay Kamal Al-Din Al-Ahmadi, the President of the University of Mosul, and under the supervision of Dr. WissamNimat Ibrahim Al-Saadi, the respected Dean of the College, and the follow-up of Dr. Kedar Abdul QadirSaleh, the respected head of the Public Law Branch

The Public Law Branch in our college, by default, through the Google Meet app, on Tuesday, 2/16/2021, set up the scientific workshop tagged (The best electoral system in Iraq), as Iraq is coming this year to parliamentary elections that represent the general will and depend on the prevailing circumstances and the electoral system is effective When it achieves governmental and political stability in the country

The workshop started with playing the national anthem, then Dr. WissamNemat Ibrahim Al-Saadi, the respected Dean of the College, gave a speech that welcomed Professor Qusay Kamal al-Din al-Ahmadi, the respected President of the University of Mosul, the members of the university and college councils, researchers and academics participating in the workshop and the scientific and administrative cadres of our college and the honorable attendance. For the countries of the world in choosing the used electoral system and the work map of the constitutional legislator when he wants to manage a file related to democratic thought and the method of selecting people who are qualified to run the state through transparent elections that achieve results that lead to good governance

The workshop started with the research paper tagged the Electoral System and the Necessities of Achieving Integrity and Justice by Dr. Ezzeddine Muhammad Shafiq, in which he addressed the importance of achieving balance and parity between electoral districts, since Iraq was previously considered a single electoral district, but under the new Law No. 9 of 2020, it was divided into several electoral districts. He also pointed out the importance of adopting the biometric card, considering it the only document that was officially approved in achieving fair elections.

Dr. Raad Sami Al-Tamimi presented his research paper tagged the electoral system and its legal challenges, in which he defined the electoral system, its types and its role in building the political system. He also explained the proportional representation system that prevailed in the previous parliamentary elections with an explanation of the advantages and disadvantages of this system and then clarified the electoral district system that will be applied in The upcoming Iraqi elections with an explanation of its advantages and disadvantages, then Dr. Muhammad IzzatFadel explained in his research paper tagged the nature of the electoral system and overcoming its problems in which he talked about how electoral districts and candidates are formed, the number of seats assigned to each constituency and the number of its representatives, and Dr. Muhammad ThanunYunus in his research paper tagged Mada The suitability of the electoral system to the Iraqi reality, in which he touched on the constitutional, political, social and party reality in Iraq and the suitability of the new electoral law to the above reality and the extent of its agreement with the provisions of the Iraqi constitution for the year 2005, then Dr. Ali Hussein Yassin discussed in his tagged paper an analytical vision in Law No. 9 of 2020 which shows The form of government, building state institutions and the meaning of dividing electoral districts A statement of the bodies authorized to draw elections according to international models

The attendees directed many questions and inquiries that were answered in detail by researchers, then a virtual distribution of participation certificates was made to the Chairman and members of the Preparatory Committee and researchers, and finally the recommendations that were submitted to the concerned authorities were read

This workshop comes within the series of scientific, cultural, student and community activities of our college that aims to explain and clarify issues related to society, especially since the procuratorial elections are the basis for building the governmental and parliamentary structure with its various institutions
