The discussion committee is chaired by Dr. Qabas Hassan Awad and the membership of Dr. Kedar Abdul QadirSaleh / Faculty of Law, University of Mosul, Dr. Sami Hassan Najm / College of Law and Political Science, University of Kirkuk, Dr. Nektel Ibrahim Abdul Rahman / Faculty of Law, University of Mosul, and Dr. Ali Yunus Ismail / College of Law and Political Science / University of Duhok

The researcher discussed the attention of the legislator and jurists in various countries of the world to the public job, as the role of the employee is narrowly and broadly determined according to the economic and social philosophy that the state follows. The expansion of the state’s activity and not limiting its tasks to preserving the internal and external security of the state and its carrying out some public works and the increase in its interference in various economic and social fields necessarily led To the increase in the number of employees and the state’s interest in organizing the administrative apparatus

The researcher reached a number of results, foremost among which was that the Iraqi legislator is the only legislator who knew the public servant and was supposed to leave that for jurisprudence and the judiciary, as is the case for most legislators in other countries
