Master’s thesis in the public law _ College of law

On Thursday, July 29, 2021, the Public Law Branch at the College of Law at the University of Mosul discussed a master’s thesis on the discretion of the administration in imposing disciplinary penalties

Part of it was attended by Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College, and a number of members of the College Council and its teachers

The letter submitted by the student Riad Ahmed Youssef in the Public Law Branch dealt with the administration’s task in satisfying public needs and providing services to individuals and what is required to grant the administration sufficient powers during its exercise of its activity to achieve its function. The legislator may grant the administration through legal texts a measure of freedom of action when exercising it Its administrative activity is discretionary

The study aims to limit the administration’s authority to impose simple penalties that do not lead to the termination of the employee’s functional association and to establish disciplinary councils in each ministry that is formed by impartial administration and judicial elements and has the power to impose severe disciplinary penalties

The discussion committee was chaired by Prof. Dr. Dhafer Madhi Faisal, with the membership of Dr. Ahmed Mahmoud Al-Rubaie and Dr. Ali Muhammad Reda, and the membership and supervision of Dr. Qidar Abdel Qader Saleh
