Based on the directives of the Presidency of the University of Mosul represented by Prof. Dr. Qusay Kamal Al-Din Al-Ahmadi, President of the University of Mosul, and members of the University Council, the necessity of openness and interaction with the community and its various institutions, and in the interest of the Deanship of the Faculty of Law at the University of Mosul and members of the College Council to spread the legal culture among the groups and segments of society. In the branch of human rights law, to shed light on the national and international days related to the life of the individual and society, and from these days the International Day for Humanitarian Action and the Race for Humanity, which is a slogan adopted by the United Nations in its celebration during the current year 2021, which falls on the International Day of Humanitarian Action on the nineteenth of August Every year, as the world celebrates young people in the framework of their efforts aimed at community development within the framework of helping the most vulnerable groups at the global level, which leads to building a cohesive human society in addition to the consequences of that, which is reflected in praising the humanitarian efforts that resulted in the sacrifice of many individuals in their lives. A way to serve and save other categories from calamities and disasters, which led to the issuance of a The General Assembly of the United Nations decided in 2009, which stipulates the need to strengthen assistance in international emergencies, and the reason for choosing this particular day is due to the commemoration of the killing of the Special Representative of the Secretary-General of the United Nations in Iraq, Mr. Sergio Vieira de Mello, and twenty-one others in the bombing of the United Nations Headquarters The United Nations in Baghdad in 2003, and on this occasion, the Deanship of the Faculty of Law, represented by its dean and members of its esteemed faculty council, calls for the necessity of strengthening humanitarian action internally and internationally to confront global risks, whether caused by armed conflicts or diseases and epidemics, and the importance of this work in warding off such dangers, as international cooperation is a basic premise in The international legal system, which has been repeatedly recognized in the Charter of the United Nations in many of its texts. Article (1), paragraph (3) of the Charter stipulates the achievement of international cooperation in solving international issues of an economic, social, cultural and humanitarian nature, and on promoting respect for human rights and fundamental freedoms for all people.
