The letter submitted by the student Mudar Nidal Jarallah in the Public Law Branch dealt with general administrative penalties, including non-financial ones, which are imposed by the administration on violators of the legal system according to legal texts without there being a specific relationship linking the violators to the administration since the Iraqi legislator did not refer to the term sanctions Administrative in all legislation that had organized the general administrative penalty.

The study aims to clarify the necessity of adding a general term to administrative penalties in order to distinguish them from other penalties. Also, the term penalties are broader than punishment. The latter is imposed by the judicial authority only. As for the penalty, it can be imposed through the judiciary or the administration.

The discussion committee was chaired by Assistant Professor Dr. Fawaz Khalaf Zahir, with the membership of Assistant Professor Dr. Anas Mahmoud Khalaf and the teacher, Dr. Hassan Talal Younes, and the membership and supervision of Professor Dr. Hassan Muhammad Ali.[/fusion_builder_column][/fusion_builder_row][/fusion_builder_container]
