PhD thesis in the public law branch on the modern criminal policy in the reduction of criminalization and punishment,,,

On Wednesday, September 7, 2022, the Public Law Branch at the College of Law at the University of Mosul discussed a doctoral thesis on modern criminal policy in the reduction of criminalization and punishment, part of which was attended by Assistant Professor Dr.

The thesis submitted by the student Iman Thabet Younes in the Public Law Branch touched on the modern criminal policy, or as some call it, the alternative penal policy, which was considered a revolution against the traditional penal policy. With a successful and effective criminal policy in the protection of interests and values, one of its types is to reduce criminalization, as it is necessary for the legislator to turn to it because of its importance to achieve the goal of punishment in reform, rehabilitation and justice.

The thesis aims to show that the traditional and modern criminal policies are both subject to a specific constitutional and legal article that governs them, such as the principle of criminal legitimacy, the principle of necessity and proportionality, and the principle of equality to be the basis that should be adhered to, otherwise it deviates from the reasons for its legitimacy.

The discussion committee was chaired by Prof. Dr. Muhammad Abbas Hamoudi, with the membership of Assistant Professor Dr. Talal Abdel Hussein, Assistant Professor Dr. Uday Talfah Muhammad, Assistant Professor Dr. Anas Mahmoud Khalaf, and Assistant Professor Dr. Ahmed Mustafa Ali, and the membership and supervision of Assistant Professor Dr. Abbas Fadel Saeed.
