On Thursday, November 10, 2022, the Public Law Branch at the College of Law at the University of Mosul discussed a doctoral thesis on administrative responsibility for public health facilities/a comparative study, part of which was attended by Assistant Professor Dr.
The thesis submitted by the student Lamia Shaker Ahmed in the public law branch dealt with the role of health facilities as they are closely related to public health with knowledge of the responsibility Its management and the basis of that administrative responsibility within the framework of public health facilities when they occur in medical errors by the medical staff and other workers in them, especially after these errors have become very common lately as a result of the spread of diseases and epidemics spread in most countries of the world.
The thesis aims to show that the principle of the responsibility of the administration in the public medical facility for its harmful actions has become one of the recognized principles at the present time after passing through stages of irresponsibility, and the responsibility of hospitals can be transformed from administrative responsibility to criminal responsibility and the medical staff is transferred to the courts In the event that the medical error on the part of the medical staff is serious and falls within the framework of the crime, which requires a penalty for that.
The discussion committee was chaired by Prof. Badr Hamada Saleh, with the membership of Assistant Professor Dr. Saleh Abed Aid, Assistant Professor Dr. Qidar Abdel Qader Saleh, Assistant Professor Dr. Ahmed Mahmoud Ahmed, and Assistant Professor Dr. Ali Muhammad Reda, and the membership and supervision of Assistant Professor Dr. Nektel Ibrahim Abdul Rahman.
