Under the patronage of Prof. Dr. Qusay Kamal Al-Din Al-Ahmadi, President of the University of Mosul, and under the supervision and presence of Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the Faculty of Law, members of the Faculty Council, and with the follow-up of Assistant Professor Dr. Qidar Abdul-Qadir Saleh, Head of the Public Law Branch, the above branch held its workshop on Tuesday, November 15, 2022 Scientific tagged foreign workers coming to Iraq, in which Dr. Muhammad Sami Younis presented a working paper in which he dealt with the financial effects of expatriate workers to Iraq, indicating its concept and its effects on the national economy, with an explanation of this problem and its dimensions, types and financial effects in light of the high oil prices and the increase in oil exports with the low role and contribution of the sector The private sector in the national economy and the accompanying weakness of the economic development process, pointing to the role of foreign workers in increasing unemployment and not achieving job security, in addition to the increase in foreign transfers from foreign currencies to countries of employment and the resulting serious effects on the national economy as well as their lack of tax accountability, evasion from it and competition for employment national in various sectors of work as well as in Benefiting from public utility services, then Dr. Alia Ghazi Taher presented her paper tagged with the dumping of foreign workers into the labor market in Iraq, in which she addressed Defining the foreign worker according to the Iraqi Labor Law and the reasons for the influx of foreign workers to Iraq, foremost of which is low wages and their willingness to work in various sectors of work without demanding their rights / the immigrant workers, for their legally recognized rights and the negative effects that threaten the stability of society and its economic and social life. The Iraqi work, due to the absence of planning and the lack of application of the conditions for the employment of expatriate workers approved by the legislation in force, receives huge numbers of unskilled foreign workers, which are witnessing a continuous annual increase. It is detailed by those in charge of the workshop, and the above workshop comes within a series of scientific, research and academic activities of the Public Law Branch during the current academic year 2022-2023.
