On Wednesday, November 16, the Public Law Branch at the College of Law at the University of Mosul discussed a doctoral thesis on the early warning system in public international law, a part of which was attended by a number of college council members and teachers.
The thesis submitted by the student Hirsch Fadel Shaker in the Public Law Branch dealt with natural disasters and international and non-international armed conflicts, which caused casualties and destruction of infrastructure, which resulted in the need to make great efforts for the purpose of recovery and reconstruction, which called on the international community to find ways and mechanisms to confront These are international crises, and the warning system is one of these important mechanisms that countries and international organizations have resorted toIt is appropriate to confront these crises by concluding international agreements and creating specialized centers for disasters and equipping them with the necessary equipment and devices to carry out their function, as well as encouraging international cooperation between countries and international governmental and non-governmental organizations.
The thesis aims to show that the early warning system is one of the products of the increasing development in contemporary international law, as defined by the thesis as the system based on a set of international and national legal rules that includes a series of bodies and procedures based on methods and strategies aimed at predicting the possibility of disasters and armed conflicts and how to prevent their occurrence. Or reduce its damage to states and peoples in the event of their occurrence in accordance with contemporary international law, which combines the technical aspect based on a legal basis.
The discussion committee was chaired by Prof. Dr. Khalaf Ramadan Muhammad and the membership of Prof. Omar Abdel Hamid Omar, Assistant Professor Dr. Bashir Sabhan Ahmed, Assistant Professor Dr. Iyad Younis Muhammad, Assistant Professor Dr. Suha Hamid Salim, and the membership and supervision of Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi.
