On Wednesday, November 23, 2022, the Public Law Branch at the College of Law at the University of Mosul discussed a doctoral thesis on the legal system of private education in Iraq / a comparative study, part of which was attended by Prof. The College of Law at the University of Mosul and a number of members of the College Council and its teachers.
The thesis submitted by the student Nadia Mohamed Ahmed in the public law branch dealt with governmental higher education in developing countries, which suffers from major problems that have negatively affected educational institutions. A highly efficient educational service. The main problems and challenges facing private higher education lie in the great possibility of utilitarianism and profitability, especially in societies that suffer from a decline in the mission of the college and university in building the individual and society and the prevalence of administrative corruption, which requires monitoring and follow-up of private higher education institutions in an uncompromising manner to ensure From the extent of commitment to the conditions and standards required for the purpose of improving its efficiency and raising its scientific and academic level.
The thesis came to a statement that private higher education institutions have an independent legal personality and that they are persons of private law and aim to achieve the public benefit and practice their activities according to the principle of specialization, which is one of the pillars of the public institution, which guarantees it distinction from persons of public law.
The discussion committee was chaired by Prof. Dr. Sami Hassan Najm, the membership of Assistant Professor Dr. Fawaz Khalaf Zaher, Assistant Professor Dr. Qidar Abdel Qader Saleh, Assistant Professor Dr. Nektel Ibrahim Abdul Rahman, Assistant Professor Dr. Ali Muhammad Reda, and the membership and supervision of Assistant Professor Dr. Ahmed Mahmoud Ahmed.
