Master’s thesis in the branch of public law on the unit of the general budget and its applications in Iraqi financial law / a comparative study
On Monday, February 6, 2023, the Public Law Branch at the College of Law at the University of Mosul discussed a master’s thesis on the general budget unit and its applications in Iraqi financial law / a comparative study, part of which was attended by Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College, and a number of members of the College Council and its teachers.
The thesis submitted by the student Afaf Radi Khader in the Public Law branch dealt with the principle of the unity of the general budget, which is considered in Iraq and the Arab countries as one of the important principles on which states rely in achieving their goals. Also, the adoption and application of this principle by states came as a result of the disadvantages of the principle of multiple budgets due to the problems it left behind. In the economy, as well as the inability of the legislative authority to exercise its oversight role accurately due to the multiplicity and dispersion of budgets.
The message aims to show that the application of the principle of the unity of the budget leads to achieving centralization in planning and centralization of follow-up by the legislative authority, and that the budget is an artistic work with political dimensions that express the state’s strategy and plans in all fields, and Iraq has adopted this principle (the principle of the unity of the budget).
The discussion committee was chaired by Prof. Dr. Qabas Hassan Awwad, the membership of Assistant Professor Dr. Muhammad Sami Younes, the teacher Dr. Zainab Munther Jassim, and the membership and supervision of Assistant Professor Dr. Fadila Abbas Ghaeb.
