Master’s thesis in the branch of public law on the legal organization of the development of regions in the Iraqi financial legislation
On Tuesday, July 4, 2023, the Public Law Branch at the Faculty of Law at the University of Mosul discussed a master’s thesis on the legal regulation of the development of regions in Iraqi financial legislation, part of which was attended by Prof. Dr. Qusai Kamal Al-Din Al-Ahmadi, President of the University of Mosul, Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the Faculty of Law, and a number of faculty members and teachers.
The thesis submitted by the student Zeina Tariq Saadallah dealt with the legal foundations on which the regional development account is based, as well as the problems, obstacles and restrictions that hinder its movement.
The letter aims to show that the Iraqi legislator adopted the principle of broad administrative decentralization, as it considers the province an administrative unit with a legal personality that enjoys financial and administrative independence established in the constitution, as well as the participation of the region in many legal powers and competencies.
The discussion committee was headed by Assistant Professor Dr. Muhammad Sami Younis, the membership of Assistant Professor Dr. Zainab Munther Jassim and the school, Dr. Lingeh Saleh Hama, and the membership and supervision of Prof. Dr. Qabas Hassan Awad.
